How to add Forums to either site. There are several open source Forum packages that let you install a general purpose forum on your site.  I've used phpBB and recently tried Simple Machines Forum.

I suggest you use SMF because it can be linked to Joomla and share the membership list. 

These forums are separate things from Joomla and Wordpress, but they can exist alongside the Joomla or Wordpress installation. 

One thing you want to have is mass editing of the members. phpBB has a really frustrating intreface unless you add a plugin to give you a list of members together on a page. Otherwise you have to tell phpBB which member you want to edit.  Which is a pain when you don't know the name.   SMF has this built in.
